If maximum cryptographic protection of your messages is the priority, choose Signal — it has end-to-end encryption by default and open source code. Choose Chattr if you need a connection on a network where other messengers don't work, and want to sign up without a phone number.

Telegram wins on features and audience size. Choose Chattr if you don't want your account tied to a phone number, don't want ads, and need a connection on a network where Telegram is restricted. By default neither Telegram nor Chattr end-to-end encrypts regular chats.
